Author's Statement

In fact, the auxiliary Levi subgroup (L_N) is unnecessary, as this version performs the two inductions simultaneously. We aim to remove this construction and its applications in the next version. Instead, we will establish the reverse inclusion via successive inductions, and we expect the result on the transfer of microlocal support to admit further applications. Any Comments are welcome!
